Case Study: Victorian Managed Insurance Authority

The Victorian Government's insurer and risk adviser training staff through short courses offered by RMIT Online.

VMIA is the Victorian Government’s insurer and risk adviser, covering the people, places and projects that help Victorians thrive. Meeting clients’ risk and insurance needs means they can be confident in the face of uncertainty and recover quickly when things don’t go to plan.

As part of VMIA’s learning and development program for staff, they offer sponsorships, career coaching and formal learning. RMIT Online was brought on to build a short course on risk management in the public sector with the goal of enrolling up to 500 VMIA staff members and clients over the next 12 months (from October 2023 to June 2024).

The short course provides a comprehensive introduction on how to manage risk, equipping employees with the knowledge needed to promote the benefits and application of risk management within teams and broader organisation. Learners explore real world examples with the opportunity to critically apply knowledge to a range of workplace scenarios. The course was developed with input from industry partners from Victorian Managed Insurance Authority (VMIA) and the Victorian Public Sector Commission (VPSC).

As of February 2024, 350 staff members and clients of VMIA had enrolled in the course, with 190 successfully completing. 98% surveyed learners agreed that they will be able to apply what they have learnt into their current roles, with a further 95% agreeing that they would recommend the course to a colleague.

Jonathon Masom CIA, Manager Client Capability at VMIA, says that graduates have gained invaluable insights into risk frameworks, principles, and applications that are directly relevant to their roles. "The course's logical structure, combined with engaging self-tests and flexible, self-paced learning, has equipped our team with the knowledge to innovate, integrate risk management into decision-making, and enhance our organisational risk practices.”

We commend RMIT Online for delivering a program that not only meets the educational needs of public sector employees but also fosters a culture of continuous learning and improvement. Without reservation, we recommend them to other businesses looking to elevate their internal capabilities through tailored short courses and to individuals aiming to make a significant impact in their professional journey.”

Hear from learners:

  • “I liked that course went back to the fundamentals of risk management and worked methodically and systematically through the key aspects, bringing in the material from the VMIA along the way. The course was presented logically and clearly with good self-tests along the way. It is a good introduction to risk management for employees in the public sector.”

Mark Bailey, Manager Water Resources, Goulburn-Murray Water

  • “I've gained an understanding of the key concepts, principles, and guidelines for how to manage risk. I've become familiar with risk frameworks, their importance, and benefits, including enabling innovation and integrating risk management in decision-making.”

Kate Miller, Talent Acquisition Advisor, Victorian Government Solicitor’s Office

  • “I have always found content around Risk Management to be challenging. This course was directed at a level which made it easy to understand and allowed me to relate my learnings back to my own organisation. I wish this was available to me when I first commenced in my role as a Risk Manager as it would have made the expectations and my understandings a lot clearer to me. Well done to VMIA for creating such a useful learning tool.”
